Browser Character Set Oddity

Hello,

Trying to figure out a character set oddity. I am using IE for the Mac. If
you visit http://andrebennett.com - the character set is displayed properly
but you are looking through a frameset. If you open the source page for the
frame located at http://andrebennett.point2homes.biz/ - the character set is
not displayed properly. Why is it different?
