Broadband detection?

Is there any way to detect someone's connection speed and route the detected
speed to a url whcih is either for dial-up or broadband?

Not sure that's easily doable, to be honest. You need to be able to
determine download time for a given file size to calculate download speed,
and that's pretty much a client-to-server type of operation.

I've never used it but you might try this as a starting point and edit it
for yourself.
