Is there any way to detect someone's connection speed and route the detected
speed to a url whcih is either for dial-up or broadband?

What I'm looking for is more of a javascript which will detect the user's
connection speed and route to the appropriate url.

Not sure that's easily doable, to be honest. You need to be able to
determine download time for a given file size to calculate download speed,
and that's pretty much a client-to-server type of operation.
