The term "Layout cell" is specific to Dreamweaver's Layout View, which you
should NOT be using. Seriously - get out of there and never return! Satan
lives in Layout View and you are bound to him as long as you are hanging out
in his favorite place to recruit followers. Go back to Standard View and you
will have a much smaller chance of screwing things up and a higher chance of
making things right.
That said, use CSS to pu t borders around table cells (NOT "layout cells" -
there really is no such thing). Here are some examples of borders and the
css which makes them:
