How do I make all the link within the page open up in a new window by default
without affecting the navigation Menu?

I know the option within the Insert/HTML/Head Tag called Base allow you set
the default options. However, will this option affect how the Navigation Menu
works? However, will this option affect how the Navigation Menu
works?
