I dont know if I've mentioned it before, but this Toggle Table extension can
be a simple lifesaver. It lets you toggle a border and padding on and off so
you can see the dumb things you did that's causing you a headache:

Without content, (or widths specified) cells collapse.

Indeed it is, the bottom cell has just collapsed due to lack of content to
fill the empty space. so your looking at something like this:

If you filled the bottom cell with more content, (or worse yet, gave it a
height) then it will move upwards.
