Again - help with placing a border around an image on hover

Alright, got a newbie question here. I'm creating my second site using dreamweaver and I'm loving it. However, I'm still a newbie. What I'm trying to do is create an effect similiar to the one on this page: http://www2.victoriassecret.com/collection/index.cfm?rfnbr=749&cgnbr=OSCLOSWTTUR - if you rollover any one of the images, it creates a border around the image. Anyone know of way to do this? I'm sure it's a simple deal, but I've not been able to figure it out (think it's because I'm still a newbie and don't know what to look for)

Any help is greatly appreciated!

Looking briefly at the source code of the page, it seems that the border is
created using a JavaScript and CSS.
