I think this is depending on the configuration of your OS and browser, which
application is used for displaying which file types. If it is a local
problem for you, you can assign your favourite viewer application to tiff
files by rightclicking a tiff file, choosing "open with", browsing to your
viewer and then checking "always open this file type with this application".

If you have this problem in a public website, use gif or jpeg files, there
is no point using tiff on the web.

I should have been clearer the default viewer for tiff is the windows
viewer. If I double click on a tiff file it opens in the viewer, problem is
the browser isn't using the default viewer it is just displaying a small
icon in the upper left corner of the browser. I think I have seen this
problem in the past and it had to do with the mime type setting in the ini
file but that was with an older version of the browser.

This files are old legacy scanned drawings not on a public web site.
