select box help for newbee

I have the following code. I want to retrieve the VALUE that was selected
(1,2 or 3) not the item label. How is this done?

Also how can I force the box not to reset to the inital value when the page
is submitted??

<select name="people" id="people">
<option> </option>
<option value="1">To Everyone on List</option>
<option value="2">By Location</option>
<option value="3">By Job</option>
</select>
