CSS, named anchors and scrolling

Hi,

I have a long form inside a DIV. When the form is submitted I jump to the
current position by using

form name="form" method="post" action="menu.php#ReturnToHere"><a
name="ReturnToHere"></a>

The problem is this is quite jumpy. Is there a way to make a smooth scroll
with javascript or css or both to my form position??
