Z-index not working?

I am having trouble getting a flash file that opens over top of other
flash files to appear on top. I have the z-index set for the one that
I want to appear on top but it still appears behind. I even added a z-
index to one with a lower number and it didnt work. Any ideas whats
going on?

Perhaps you forgot that z-index only applies to positioned elements.
