"To use a preprocessor", that's my guess. Or maybe SSI or similar
technique. Whatever the question is, among the imaginable possibilities,
the answer is not in HTML.
(Well, in practice, that is. Nobody prevents you from defining named
constants using <!ENTITY> declarations, by SGML rules; however, even the
HTML 2.0 specifications, a great improvement over its successors, does
not require support to entity declarations - it just says that "HTML user
agents - - may support an internal declaration subset with supplemental
entity, element, and other markup declarations". Moreover, hardly any
browser ever made even a serious attempt at actually supporting HTML as
an SGML application.)
