You can't. A stylesheet operates on one document. Frames are defined
as a means of displaying more than one document together.
You can convert frames to a single document with a processing solution
such as mod_accessibility or mod_publisher from
http://apache.webthing.com/
But it's unlikely to look the same in a browser - unless by coincidence.
