Editor Recommendation for style sheets?

I have been using my text editor for too long for my small web site. I would
like to branch out with some other applications on the site.

I would like to have a title bar across the top with graphics that "resize"
horizontally depending on the resolution / window size of the viewer.

What would you recommend as an editor that could help me with such things?
