CSS help wanted

Hi,
I have been given this concept to turn into a full site.
www.complete.ca/urlcanada/HTML

I have recently been trying to design exclusively in CSS (I've taken
the intro to CSS course via HWG.org and read a couple of books, so I'm
still a newbie). The type of stuff I've done before was more CSS
friendly than this concept.

I was wondering if it would be best to create a big image of the
background and then position the text, forms, etc. over top of the
image.

Is that the best way to proceed with this concept?
Any advice, constructive critism, and any other assistance would be
greatly appreciated,

CSS friendly than this concept...

I wouldn't think so, as when the visitor wants to enlarge
the text, white text would end up on white background.

Very graphic intensive and uses lots of space. You should think where you
could cut space, so that it would fit smaller window, and OTOH where it
could grow to make use of bigger window.

Rule number one. Make your HTML first, then think how you can style it to
look like design. Use logical markup.

No.

First, make clear HTML (remove all table markup, make sure everything is
OK whiotu stylesheet)
Then, style the blocks.

I find this quite bad page, as it seem like all content is put here and
there somewhat random. Of course the missin top left thingy, most likely
something in flash, could make difference. Too bad I don't have flash
enabled. Anyway, ATM site looks just like all cheap web hosting firms
that work half a year before bankcrupt.

Make sure that change of fontsize don't break layout. Make use of
transparency. Too bad blended transparency don't work on IE.

No, just lots of work, especially if there is no all necessary graphics
available. Most likely there isn't.

I would do it much rather using CSS than with tables, much less work.

I think comp.infosystems.www.authoring.stylesheets would be
a more appropriate group to ask these questions in :-)

Yes. OTOH, The HTML is what needs to be done first, and that is quite
horrible ATM.
