No, it does also change the layout of the border : the squares are changed
too.

what squares? in IE6, opera7.2 and moz1.4 when the css is applied the
fieldset borders change from grey to red. there are no other changes.
in opera 6.05 border changes from ridge to solid as well as the color
change.
In IE6, at least on WinXP, the standard fieldset border has rounded
corners, applying any CSS border style removes these.

mine are square using IE6.0.2800.1106.xpsp2.030422-1633 on xppro

also square on xp home, same IE version
Which is what I have.

It's affected by the 'Use visual styles on windows and buttons'
setting. If I switch that off then the round corners become square.
