I'm in accord with the others regarding a text editor such as Notepad.

If you want an HTML and CSS editor that is W3C conforming, is free,
available for Linux, Windows, etc., is <7KB download and will certainly
replace the Mozilla/Firefox Composer (actually is Composer, but greatly
improved) probably as an extension, then get _Nvu_ .
