Visually thats great, but if you change the background of the div
"body" to green, you'll see the div itself is not expanded to fill out
the page height here. The reason I want it to do this is that i'll be
using it as a clipping region for dragging "windows" within that div
area.

I don't mean to be too provocative but

<http://members.optushome.com.au/droovies/alt/lypheus2.html>

gets you the appearance of green in the area you want. The div
below does not need stretching to 100% height as long as it has
no colour that is different to the body proper.

If you are going to be putting something inside this div then
what do you want for that something? Or the surround? The
surround will be fine as long as you have transparent or same as
body on the div. If the something needs to be a different colour
than the green, what is the problem?

Your "a clipping region for dragging "windows" within that div
area" is not a particularly clear statement. Are you saying you
want to be able to put all sorts of elements below the head area
of the webpage and you want these things to seem to have one
colour as bg?

If I could know a real result you want, there would be other
solutions.
