I have tried setting the z-index of the DIVs to 2 and the z-index of
the select boxes to 1. I thought this would fix it, but I get the same
problem...does anyone know if select boxes have some kind of special
property that makes them go over DIVs?
Nothing intrinsic, but some browsers always render them on top due to
implementation issues.

Is this true of modern browsers? Aren't we into our 2nd generation of
browsers supporting CSS?!
My copies of Opera, and Mozilla get it right. Konqueror doesn't (but
implements the select element using the QT toolkit rather then a control
designed specifically for the browser). I don't have a copy of MSIE to
hand, but I suspect it will fail. Given that MSIE 4 predates CSS 2 (and
z-index) and hasn't had a rewrite since - that is not surprising.
