Even if you print it out and mail it to them you'll find that some of

your users will hold it right up to their face to read it and some will
hold it at arms length - thus changing the apparent font size. No doubt
some of the really subversive ones will use a magnifying glass.
Closer user-control is of course a noble aim, but the technology isn't
there yet - even in countries where the political and legal
infrastructure is willing.
