Wrong way round imo, if you are looking to do this then you should first
know how to use CSS properly, and then "design" for the most buggy
browser that you want to be compatible with (for example IE5).

You can "design" for the browser with the best CSS support (Opera 7),
but that would be frustrating as you'd have to make radical changes to
get it to work in IE.

If you want your design to work in IE then it's probably wise to
restrict yourself to CSS1 mostly.
