Looking for critique of CSS usage

I would like constructive criticism as to the approach that was taken with
this site map (please ignore incorrect doctype, non-expandable design,
etc... just the site map itself is what I'm curious about here). What
pitfalls on what browsers have I run into? How would you improve it?

I agree. It looks like every sub-topic is shifted one space to the right.
Is R&D under 'Help', or under 'Search'?

Individually, the two are probably self-explanatory, but when they go
together, confusion ensues. Of course, most people are used to
government insanity, and they would ignore all the blue & black parts
and just focus on the (faint yellow) boxes.
