Technically it's not very good.

Visually it's no better. Poor layout and a strange choice of colours
makes it unappealing. It looks rushed and incomplete and ignores some
of the points it half-heartedly raises.

If its purpose is to help and inform I would say it is not successful.

If the author threw it together in a few minutes solely to gain Google
advertising revenue it may be successful.
