Well, we're down to ...

- differences in browsers (not likely, I tested at least 5 and they
all worked)

- firewalls blocking a domain or IP

- host file blcoking a domain or IP

- a browser setting

- a faulty DNS server denying that particular domain

I'm out of ideas. Still curious about the problem, just don't have
any more ideas.
What gets me is my one-time-only failure. I can't explain that or
imagine it's cause as something other than obscure.

I went back to the users that complained with your first suggestion about
going to; Edit - Preferences - Privacy & Security - Images.

All three of them made the changes you suggested and they were able to see
the image. It turned out to be a problem between the chair and the
keyboard.

Appreciate all response and suggestions!

As someone says .... maybe the server
can't handle the traffic - for your first try ...then ok after ..

Yes, that's probably it in my case - esp. since the OP explained the main
cause was elsewise.
