opening links in a new tab

What is the easiest way to create code that opens a window in a new tab
rather than a new window (if tabbed browsing is available - of course)?

Any browser that supports tabbed browser comes with a built in way for the
user to choose to open a link in a new tab (such as middle clicking the
link).

There is no way for an author to try to force a link to open in a new tab.
