iFrames can cause no end of problems, are not fully supported by many

browsers - see what kind of problems there are with "normal" frames.
Try
using phph if your server supports it. Basically the .html file is
renamed
.php and the php script is just inserted like an extension to the
html.

SHTML is probably easier if he only wants to do a simple include - and
it's supported by more web hosts (no worries about security).
