Easy Multilingiual?

I have to do a website in English and Spanish, I'm on the border -
Laredo, TX and NuevoLaredo, Mexico, sister cities. The predominant
language is Spanish, but there are some Gringos here, and I need to be
able to get my message to all of them. Is there a template, i.e. only
HTML, such as the html editor in Word or Netscape, that will give me a
prompt for the people to select a language? I need something easy,
the site will only be one or two pages, with only text and a photo or
two. I did one with Word and Netscape a few years ago that wasn't
alot of work and turned out quite well.
