ok, i dont know for sure, but it seems like it explains it in the address.
hl is the language you post in
ie is the encoding (UTF-8 in this case)
safe probably refers to whether it is encrypted or not
q is the author
im not too familiar with server side scripting, but i would guess that its a
cgi script (or something like that) and that address is the address it
produces to get to the post you made.
again, this is a shot in the dark. maybe someone with more knowledge of
this sorta stuff could post a better answer. if nobody does, well, search
for it through google. kinda ironic....
