If your on a tight budget then Open Office might be worth while looking at.
It can save to both pdf and flash format. I've tried saving to the pdf
format and it works great. I haven't tried the flash format yet so I don't
know what that's like. It's a free download at:

Open office is very nice. A few bugs, but no more than any other
software out there.
