Novice question: Mouse-over Text change

I am at wits end trying to make mouse-over text work. I have created a menu
in Front Page with mouse over effects that APPEAR to work in preview but
after putting the page on the web no effect is seen. It's not my browser, it
works at other sites. I also loaded the page into 1st Page editor and it
appears to work there but will not when online. I've tried other editors;
Dreamweaver (I can't even find how to put in mouse-over text) and Ace editor
(same problem, can't find it). How could something that seems so simple be
so hard to do?

I am not using a Front Page extension server but this is not server side
stuff, it's script. Any ideas??

Could you consider posting the URL? Activating our combined ESP functions
will take a long time.

(For one, it is crucial whether you wish to change the _appearance_ -
e.g., font face, color, and boldness - of the text or the text - i.e.,
character string - itself.)
