horizontal submenu on top of Flash

i am looking for a software tool able to create horizontal menus (with
images) but can be placd on top of flash movies in IE for PC and MAC.

any suggestions?

creating drop down menus for website navigation.

I don't know how to add dhtml code to the frontpage navigation buttons but in my experience the frontpage bots are not that flexible. If you built the all the buttons from dhtml then you would have much more flexibility.
