Pop up box

When someone clicks on a link I would like another browser to load without
the top menu and aslo be able to tell it what size I want the browser to
load at.

Can someone please give me the code Im looking for.

Also do most of you design sites with the people who still have 800x600 in
mind or do most people this days have 1024x768 ?
