All,

I'm new to web design and I'm trying to figure out how web sites change
size to fit the environment. How can a web page in a cell phone or pager
look the same on a computer. What is used to make a web page scale?

How is the user environment detected and then displayed?

Good markup, fluid/liquid/anysize design, and media specific style sheets.
