DHTML Windows Widget

Hi everybody!
This is my first post.
I have to create an application that allows me to use a browser window
to contain many windows, each of everyone has to be indipendent from
the other just like Windows' tasks.
Is this possible to do? And if it is which is the best platform to
develop it? Can I use DHTML and widget to do this?
