Auto position Image in web browser

I am loading a Large Image 1300 x 1700 in a page, but i Only need one
specific section of it. Like the bottom right corner. the image is
only available as a single large size.

The image is update every minute, so i cannot save and crop it...

It there anyway to set the focus of the browser to a certain area on the
image? maybe in an Iframe?
