You'll hear howls from the CSS purists but the simplest solution is to
use pixel font sizing. However, you should understand that the
resizing option is there for a very valid reason: accessibility for
visually-impaired users of the web. Even I, with nearly normal vision
(i barely need reading glasses), can have a hard time reading web
pages when the designer, using 800x600 resolution, decides that a
certain font size works well but who doesn't consider the user who has
their monitor set for 1024x768 or larger. That 800x600 font can start
to look awfully small at 1024x768.
