A real web monkey will tell you Notepad, and the truth is all you
really do need is a simple text editor like Notepad. However, that
assumes you know how to write raw HTML code (and FTP the files to a
server). More and more people nowadays don't know all that goes into
composing HTML, what with all the WYSIWYG products (like Frontpage,
ugh) on the market. The downside of products like Frontpage is that
you wind up with page bloat, i.e. the unnecessary accumulation of HTML
code that can incrementally increase the size (and increase the
load-times) of your pages. Plus, some products like Frontpage render
properitary code that can only be interpreted by Internet Explorer.
I'm not how how familiar you are with cross-browser compatibility, but
IE is not standards compliant and composing pages for display only in
IE can render some odd displays in more compliant browsers like
Firefox, Safari and Opera.

Personally, I've been a Homesite user since 1997. It was originally
developed by Allaire but was bought by Macromedia a couple of years
ago ... which is no big thing because Homesite has been the HTML
editor component of Macromedia's Dreamweaver since around 1998.

Homesite is a very flexible editor, and offers you the ability to both
write raw HTML and compose pages using WYSIWYG (without all that much
bloat and no proprietary coding). The price for Homesite is
reasonable, IMHO, and it can still be purchased separately from
Dreamweaver.

or just use VIM on linux or notepad on windows. both are free
and it's the best way to understand your page and you can avoid
any unneccessary tags.

Cheers,
